You need an ETA if you are a citizen of an eligible visa-exempt country — such as the United States, Canada, Australia, France, Germany, Japan, or most European Union member states — and are traveling to the UK or transiting through a UK airport where you pass border control.
You do not need an ETA if you are a British citizen, an Irish citizen, or if you already hold a UK visa or permission to live, work or study in the UK. U.S. citizens and U.S. lawful permanent residents (Green Card holders) do require an ETA when traveling to the UK.
